Maybe they stopped to walk their dog. I see lots of people doing that this winter and with thier backs to sledders walking down middle of trail. It seems to have stopped or at least slowed to a seldom issue. We learned a lesson from our dunking, leave a clevis in the receiver. Pretty much froze our hands trying to put one & the adapter in last spring.
