They just pay what they want to pay 😂. That's why they like jobs they get cash tips.  They send what they can home they don't save it for better housing etc.  My wife wanted to go to subuized housing too, since some of her friends live there. I took her to some of those faculty's, she hasn't threatened to leave again.  Now we have condo in town too. 

that is just part of their income, the rest is tax funded by the "new immigration slush fund".....monthly allowance, supplied housing, etc.....

The other hurdle they have is they don't pay enough at Timmies to be able to afford a sled too.  😁

That would not surprise me.    The trail has been closed more than open the last few seasons.    Other than making a loop to Wawa (which is a great reason IMO), there really isnt much reason to keep it open.    It is a big committment to groom it and it just doesnt get the traffic that it should to justify staying open.
